Profile of children and risks
Profile While there is no specific research on the profile of children who are in conflict with the law in the CEE/CIS Region, general risk factors are known worldwide: abusive or neglectful parents, peer rejection and bullying, family breakup and lack of support services. When living or working on the streets, children are at particularly high risk of engaging in unlawful behaviours or being recruited for criminal activity. Risks The individual and social costs are high for failing to provide ‘restorative justice', measures that enable a child to develop the skills and capacities, to participate positively in the community without inflicting harm to self or fellow citizens. Countries in the region need to create juvenile justice systems with laws, procedures, services, professionals and institutions that respect the rights of the child and, in so doing, increase positive outcomes for the child in conflict with the law and society.
