The situation Everyday thousands of children in the region are being exploited, abused, neglected or subjected to violence. The latest data show that, in 2003, at least 7,000 children in the region died from either violence or poisoning. Systems of child protection are not set up to early identify cases of abuse of children and this is illustrated by among other things the fact that only four countries (Bulgaria, Croatia, Romania and Ukraine) fully prohibit corporal punishment of children in all settings, be it in the homes, in schools, in care institutions or in the penal system. As a result of lack of minimum standards and legal prohibition of violence, the number of reported cases remains low. This illustrates that violence against children is still considered a private issue in CEE/CIS. Protecting children from violence, exploitation and abuse is a top priority of UNICEF in the CEE/CIS Region. In 2005, we published a third report on human trafficking in South Eastern Europe. UNICEF also organized a Consultation on Violence against Children in Europe and Central Asia which took place in Ljubljana, Slovenia from 5-7 July 2005. In connection with the consultation, UNICEF produced reports examining violence against children in the region in a variety of settings, including family, schools, residential institutions and the community.
