The situation

  • In 2002, the total number of children in public care in Azerbaijan was 14,000, out of which 9,300 children were in foster or guardianship care, and 4,700 lived in residential institutions.

  • The ratio between foster or guardianship care and residential care has changed overtime. Over the last 15 years, social welfare reforms have favoured the development of alternative care (foster and guardians). The number of children placed in residential institutions has been gradually decreasing, from more than 43% of all placements in 1989 to about 33% of placements in 2002.

  • The total number of children who have been placed in any type of care has increased from 11,400 in 1989 to 14,000 in 2002. This indicates that reforms of the child care system have favoured alternative care. However, not enough attention was given to preventing the separation of children from their biological parents.

  • The number of infants in residential care (infant homes) has decreased from 250 children in 1989 to 170 in 2002. The children living in infant homes are from 0 to 3 years old, the age group for which institutionalization is the most harmful.

  • In 2002, 293 children from Azerbaijan were adopted nationally and internationally. There has been an increase in the number of adoptions since 2000

  • In 2004, 16 children were internationally adopted from this country. Since 2001, there has been a decrease in the number of international adoptions. This indicates that more attention has been given to national adoptions.
